If the IDC was viewed as paying for Mr. Connor to assist Mr. Avella, that could be seen as another form of donation — potentially exceeding the $16,000 limit.

Convention coming

The New York State Young Democrats Convention will be held for the first time in the Bronx this summer, thanks to a bid from the Bronx Young Democrats. The group submitted a proposal highlighting their manifesto in order to host the biennial event, which draws more than 150 young Democrats from around New York.

“We’re very proud of them,” said Bronx Democratic County Committee Chair Marcos Crespo, one of the group’s longtime advocates. “They did a great job putting their proposal together demonstrating what their organization has to offer. And the fact that so many good things are happening in the Bronx, I think part of the conversation has to be young new leadership in the borough and the Young Dems have done a great job putting that together.”

The convention is scheduled for May 20 to 22. A location has yet to be determined.

High marks for Engel, Rangel

Rep. Eliot Engel, who represents the northwest Bronx and Westchester, received a perfect 100+ score from the Humane Society of the United States. The animal rights organization released its 2015 scorecard assessing the voting history of the country’s legislators in regard to measures endorsing the protection of animals. According to an email statement, the congressman received special distinction for fighting against global animal poaching.

“In Congress, I have always made animal welfare legislation a big priority of mine. In addition to the legislation the Humane Society scored in 2015 — which included the Global Anti-Poaching Act I authored — I also worked diligently to bring an end to painful and unnecessary testing on baby monkeys at the National Institute of Health,” Mr. Engel said in an email statement.
