Rangel wins still-uncertified Democratic primary

The order signed by the judge also allowed candidates’ attorneys or other representative oversee the process. 
The portion of a petition filed by Mr. Espaillat’s campaign on July 3 that concerns voter fraud, suppression and other irregularities was not heard July 5. The next court date is Wednesday, July 11. 

Court papers claim the case was filed in the Bronx because Mr. Espaillat’s campaign expects witnesses who support allegations of irregularities to come from Upper Manhattan and the Bronx.

The judge wrote into the order — originally filed by Mr. Espaillat’s campaign and refiled by the BOE — that the court will not allow the BOE to complete certification of the election until after the court proceeding is complete.
That means that unless the July 11 court date is dropped, there will not be an official victor until at least then.
