When will they finish paving Kappock St.?

On June 25 and 26, a construction crew that contracted with the Department of Transportation (DOT) came to Kappock Street and removed the top layer of asphalt. One month later, the street is still unpaved.

The surface is rough and covered in gravel, manhole covers come further out above the street and potholes are worse. The south corner of Kappock and Independence is a huge, uneven mess. And it could stay that way until Monday, September 14, when the contractor’s permit expires. 

Michael Bergelson, who lives at 750 Kappock St., said before the crew came, signs were posted around the neighborhood asking people to park elsewhere for on June 25 and 26. 

“From that point on, nothing happened,” he said.

“It is rough on your car,” Mr. Bergelson said of the street. “I park in a garage, but for people who park on the street, it is an inconvenience.”

“DOT is in the process of performing resurfacing work in the vicinity of Kappock Street in Riverdale,” a DOT spokesperson said in an email. “Resurfacing is a less expensive, short-term method of maintaining the quality of existing streets and usually takes about a month to complete.”

The spokesperson declined to say when the work would be finished.

A spokeswoman for Councilman Andrew Cohen, whose district includes Kappock Street, said that his office has received complaints about the state of the road from local residents. Jennifer Blautus said the DOT told the Mr. Cohen that the construction permit is valid until mid-September. 

The project on Kappock Street is part of Mayor Bill de Blasio’s plan to resurface 2,500 miles of road over the next two years. Planners say the $242 million undertaking will bring 80 percent of the city’s streets to “best-level” condition, the highest rating since 1999.
