'Alarming' tow

Many motor vehicle owners along West 246th Street got a rude awakening at around 6 a.m. last Thursday when they saw New York Police Department tow trucks taking away their cars. The reason given for the towing was paving that was being done that day. Residents said they didn't see any signs mentioning that.
