Problems with congestion prices

To the editor:

(re: “A night in the city about to reach new heights,” Aug. 18)

Your story on congestion pricing makes it seem as if a price of $23 a day will definitely be the toll for entering the Manhattan central business district under the state’s plan.

This is highly unlikely.

The plan sets forth a range of possible tolls, from a low of $9 to a maximum of $23. So, $23 is the highest possible cost, which will only occur if the least likely scenario among possible plans being considered — with variables including times of day for the charges, exemptions for certain vehicles, different costs for trucks, etc. — is chosen by the Metropolitan Transportation Authority.

Having read the proposal, the most likely cost will be in the range of $15.

I find your story to be careless and misleading, and unnecessarily fear-mongering.
