For nonemergency services like filling a pothole or turning on the heat in an apartment, New Yorkers call 311, file a complaint online at nyc.gov/311, or text 311-692.
The 311 system connects New Yorkers to municipal government. One way 311 does this is by sending complaints to the relevant city agency to resolve it. For example, a request to fix a pothole would be sent to the city’s department of transportation, the department would send a crew out to inspect and repair, and 311 would close the request when the job is done. 311 also gives a tracking number to follow service request progress.
The system launched in 2003, according to the city, and is the largest nonemergency government hotline in the United States.
There are more than 500 complaint types, according to 311. Some of these are especially relevant to the Riverdale area, such as illegal parking and abandoned vehicles. A few others include animal abuse, blocked driveways and sidewalks, and air quality.
The call center is available in more than 175 languages and dialects, according to 311, if the user asks to speak to a translator. The 311 site can also be translated into more than 100 languages.

The five most recurring complaints as of Sept. 29 were illegal parking, noise, blocked driveways, unsanitary conditions and water maintenance — mostly fire hydrants running or leaking and dirty water. These made up about 60% of total complaints filed last month.
The next most common complaints concerned plumbing, paint or plaster, vehicle noise, street conditions and street light conditions.
